Speaker Straus replaced Representative John Frullo as House Insurance Chair with Representative Larry Phillips. Phillips is an attorney representing far northeast Texas who has been in the Texas Legislature since 2003. Of note, he has been Chair of the House Transportation Committee in the past and most recently held the Chairmanship of Homeland Security. He has never been on House Insurance.
