Texas Association of Life and Health Insurers
TALHI is the trade association for life and health insurers doing business in Texas. It was formed when Texas Life Insurance Association and the Texas Legal Reserve Officials Association merged in 1997.
Now representing the majority of insurers in the state, TALHI has emerged as a leading voice for life and health insurers on legislative and regulatory matters.
TALHI is an open-door trade association boasting some of the most progressive life and health insurance company officials in Texas. We are united for the mutual benefit and development of a healthy and competitive insurance market.
The work that TALHI does in the public policy arena is intended to strengthen the insurance market by enhancing insurers' ability to provide Texans financial security for their future.

Jennifer Cawley
Executive Director
Jennifer Cawley is the Executive Director of TALHI. Most recently she was the Senior Associate Commissioner for the Life, & Health & Licensing Program at the Texas Department of Insurance. In that capacity Mrs. Cawley oversaw the regulation of a wide range of life, annuity, accident and health insurance, and related coverages offered by insurance companies, in addition to the licensure of insurance agents and adjusters in Texas. From 2004 to 2005, Mrs. Cawley acted as General Counsel and Advisor for Governor Rick Perry's Office of Budget, Planning, and Policy. In that capacity, Mrs. Cawley advised the Governor on policy and budget issues primarily related to insurance and the workers' compensation system. Mrs. Cawley served as General Counsel to Senator Jane Nelson of Grapevine and Legislative Aide to Senator Jeff Wentworth of San Antonio. She was also Government Relations Liaison for the Texas Department of Family and Protective Services. Ms. Cawley graduated from Texas Tech University with a B.S. in Agricultural and Applied Economics and the University of Texas School of Law.
Ed Dodd
Administrative Manager
Ed Dodd is the Administrative Manager for TALHI. A Texas native, Ed attended public schools in Austin. Following his graduation from the Science Academy at Austin LBJ High School, Ed attended Texas A&M University. In 1997, Ed joined the staff of Heath, Davis & McCalla, where he spent more than a decade providing support for the firm, particularly on insurance-related legislation and laws. In addition to his strong administrative skills, Ed brings to TALHI a valuable understanding of the legislative process as well as insight into legal and policy issues affecting the insurance industry.
Will D. Davis
Special Counsel
Will D. Davis is a founding partner in the law firm of Heath, Davis & McCalla, PC. He received his BBA-LLP (JD) degrees cum laude from Baylor University. He is active in representing insurance companies before the NAIC, the TDI, and other state regulatory authorities. Davis' insurance expertise includes examinations, investments, finance, acquisitions and mergers, reinsurance, and affiliate transactions under insurance holding company laws. Davis is generally acknowledged as one of the premier authorities on the Texas Insurance Code and is credited with crafting much of the language in the Code as it exists today. He has served as General Counsel for TALHI since its inception, and was General Counsel for one of its predecessors (TLROA) since before any of us can remember.

Bill Siebert
Government Affairs Specialist
Bill Siebert is an independent governmental affairs consultant with expertise on insurance, health care, transportation, and telecommunications issues. In 1992, Siebert was elected to the first of four terms as a member of the Texas House of Representatives. His service as a legislator was highlighted by his selection in 1996 as the National Legislator of the Year by the National Republican Legislators Association. Prior to his business and legislative career, Siebert served his country in the United States Army. After his military service he attended Northwest Missouri State University. With San Antonio as his adopted home, he founded American Health Insurance Services and Siebert and Associates, a successful business development and marketing firm. After a distinguished career as a state legislator, he remains involved in legislative issues as a respected and effective public affairs specialist. He continues his involvement in numerous business, charitable and political organizations.

Jay A. Thompson
General Counsel
Jay A. Thompson is a partner with the firm of Thompson, Coe, Cousins & Irons, LLP. He practices primarily in insurance regulatory and legislative areas, as well as litigation matters which affect both the life/health and property/casualty insurance companies. Thompson earned his BBA in Accounting from Texas Tech University and his JD from UT at Austin. In addition to representing other insurance associations, he has served as General Counsel for TALHI since its inception in 1997. Prior to that, he was General Counsel for one of its predecessors, the TLIA, for a number of years. Thompson also served with distinction in the US Air Force Reserves as a Judge Advocate from 1972 to 1999.
