TDI Compliance Conference & TALHI Round Table in April
Registration is now open for the Texas Department of Insurance’s 2018 TDI Compliance Conference, taking place April 3 in Austin. That conference will end at 4:30 pm, giving attendees plenty of time to join TALHI for our own 2018 Regulatory Round Table, which kicks off with a welcome reception starting at 5:30 pm. You won’t want to miss this reception where Commissioner Sullivan will be speaking. The rest of the Round Table program will take place April 4.

Sponsorship opportunities are still available for the Round Table; general registration is also open. Be sure to call the Hotel Granduca at 512-306-6400 and reserve your room by March 6 to get TALHI’s discounted room rate.

TDI Stakeholder Meeting
TDI will be hosting a Stakeholder Meeting on March 8 at 9:30 am in the Hobby Building, Room H3-100,to solicit suggestions for their 2019 Biennial Report to the Legislature. Stakeholders are invited to provide input for the Biennial Report and feedback on Hurricane Harvey.

Short Term, Limited Duration Health Insurance
As we discussed on Wednesday’s call, the US “Tri-agencies” (HHS, Department of Labor and Department of the Treasury) issued a proposed rule on Tuesday, February 20, that would change the maximum duration of short-term, limited-duration insurance coverage to “less than 12 months,” as opposed to the current maximum duration of “less than three months.” This was in response to President Trump’s Executive Order from October instructing the agencies to consider proposing regulations to promote healthcare choice and competition by expanding the availability of this type of insurance. The agencies will accept comments for the next sixty days. Please let Jennifer know if you would like TALHI to consider commenting on the proposal.

Rule Repeal Adopted
The Commissioner of Insurance adopts the repeal of obsolete rules 28 TAC Chapter 21, Subchapter LL, §§21.4601 - 21.4605, concerning requirements for submitting information and data to facilitate a study by an advisory committee on health network adequacy. The repeal is adopted without changes to the proposed text published in the November 24, 2017, issue of the Texas Register (42 TexReg 6600).
